- Agência Nacional de Telecomunicações (ANATEL) – Lei n. 9.472, de 16-07-97, modificada pela Lei n. 9.986, de 18-07-00; Decreto n. 2.338/97, alterado pelos Decretos 2.853/98, 3.873/01, 3.986/01 e 4.037/01. Vinculada ao Ministério das Comunicações, com a função de órgão regulador das telecomunicações;

- Agência Nacional do Petróleo (ANP) – Lei n. 9.478, de 06-08-97, alterada pelas Leis nos 9.986, de
18-07-00, 9.990, de 21-07-00, 10.202, de 20-02-01 e 10.453, de 13-05-02; Decreto n. 2.455/98, alterado pelos Decretos 2.496/98, 3.388/00 e 3.968/01. Vinculada ao Ministério de Minas e Energia, como órgão regulador da indústria do petróleo;

- Agência Nacional de Vigilância Sanitária (ANVISA – dantes denominada ANVS) – Lei n. 9.782, de 26-01-99, alterada pela Lei n. 9.986, de 18-07-00 e pela MP n. 2.190-34, de 23-08-01; Decreto n. 3.029/99, alterado pelos Decretos 3.571/00 e 4.220/02. Vinculada ao Ministério da Saúde, com a finalidade institucional de promover a proteção da saúde da população por intermédio do controle sanitário da produção e da comercialização de produtos e serviços submetidos à vigilância sanitária;

- Agência Nacional de Saúde Suplementar (ANS) – Lei n. 9.961, de 28-01-00, alterada pela Lei n.
9.986, de 18-07-00 e pela MP n. 2.177-44, de 24-08-01; Decreto n. 3.327/00. Vinculada ao Ministério da Saúde, com a finalidade de promover a defesa do interesse público na assistência suplementar à saúde,
regulando as operadoras setoriais, inclusive quanto às suas relações com prestadores e consumidores;

- Agência Nacional de Águas (ANA)– Lei n. 9.984, de 17-07-00, alterada pela MP n. 2.216, de 31-08-
01; Decreto n. 3.692/00. Vinculada ao Ministério do Meio Ambiente, como entidade federal de implementação da Política Nacional de Recursos Hídricos e de coordenação do Sistema Nacional de Gerenciamento de Recursos Hídricos;

- Agência Nacional de Transportes Terrestres (ANTT)– Lei n. 10.233, de 05-06-01, alterada pelas Leis nos 10.470/02, 10.561, de 13-11-02 e 10.683, de 28-05-03 e pela MP n. 2.217-03, de 04-09-01; Decreto n. 4.130/02. Vinculada ao Ministério dos Transportes, destinada à regulação do transporte ferroviário de passageiros e carga e exploração da infra-estrutura ferroviária; dos transportes rodoviário interestadual e internacional de passageiros, rodoviário de cargas, multimodal; e do transporte de cargas especiais e perigosas em rodovias e ferrovias;

- Agência Nacional de Transportes Aquaviários (ANTAQ) – Lei n. 10.233, de 05-06-01, alterada pelas
Leis nos 10.470/02, 10.561, de 13-11-02 e 10.683, de 28-05-03 e pela MP n. 2.217-03, de 04-09-01; Decreto n. 4.122/02. Vinculada ao Ministério dos Transportes, com o fim de regular os transportes de: navegação fluvial, travessia, apoio marítimo, apoio portuário, cabotagem e longo curso. Também visa a regular os portos organizados, os terminais portuários privativos, o transporte aquaviário de cargas especiais e perigosas;

- Agência Nacional do Cinema (ANCINE)– MP n. 2.228-1, de 06-09-01, com a redação dada pela Lei
n. 10.454/02; Decreto 4.121/02, alterado pelo Decreto n. 4.330/02. Vinculada nos primeiros doze meses, a partir de 05-09-01 à Casa Civil da Presidência da República (prorrogados por 06 meses por força do Decreto 4.283/02) e a contar daí ao Ministério do Desenvolvimento, Indústria e Comércio Exterior. Visa ao fomento, regulação e fiscalização da indústria cinematográfica e videofonográfica.

Há uma autarquia sob regime especial, vinculada ao Ministério da Fazenda, cujas funções são de
índole equivalente às das agências reguladoras, mas que não recebeu a denominação de agência. É a
Comissão de Valores Mobiliários – Lei n. 10.411, de 26-02-02; Decreto 4.300/02, alterado pelo Decreto
4.537/02.

Há outras autarquias, que também são denominadas “agências”, mas não se constituem em
“autarquias especiais”, quais sejam:

- Agência Espacial Brasileira (AEB) – Lei n. 8.854, de 10-02-94, alterada pela MP 2.216-37, de 31-08-
01. Decreto n. 3.566/00, revogado pelo Decreto n. 4.718/03. Autarquia federal , com natureza civil, vinculada à Presidência da República, com a finalidade de promover o desenvolvimento das atividades espaciais de interesse nacional. Responde de modo direto ao Presidente da República. É dotada de autonomia administrativa e financeira;

- Agência de Desenvolvimento da Amazônia (ADA) – MP n. 2.157-5, de 24-08-01; Decreto n. 4.125,
de 13-02-02, revogado pelo Decreto n. 4.652/03. Autarquia vinculada ao Ministério da Integração Nacional, com o objetivo de implementar políticas e viabilizar instrumentos de desenvolvimento da Amazônia;

- Agência de Desenvolvimento do Nordeste(ADENE)– MP n. 2.156-5, de 24-08-01; Decreto n. 4.126,
de 13-02-02, revogado pelo Decreto n. 4.654/03. Autarquia vinculada ao Ministério da Integração Nacional, com o objetivo de implementar políticas e viabilizar instrumentos de desenvolvimento do Nordeste.

Há ainda um órgão, portanto unidade da Administração direta e não uma autarquia, que recebeu o
nome de “agência”: a Agência Brasileira de Inteligência – ABIN, criada pela Lei nº 9.883, de 07-12-99, alterada pela MP n. 2.216-37, de 31-08-01; Decreto n. 4.376/02.

Há ainda uma autarquia, não autarquia especial, cujos conselheiros e procurador geral têm
mandato, exerce funções judicantes, cujas decisões não se submetem a revisão hierárquica, mas que não foi
instituído como agência: CADE – Conselho Administrativo de Defesa Econômica, criado pela Lei n. 4.137, de 10-09-62, que passou a se constituir em autarquia federal pela Lei n. 8.884, de 11-06-94 e alterações posteriores, vinculada ao Ministério da Justiça.

Nos Estados, surgiram várias agências multisetoriais (sem especialização) para regular as
atividades dos concessionários dos respectivos serviços estatais ou para exercer poder delegado pela União
na fiscalização de serviços elétricos:

- Agência Estadual de Regulação dos Serviços Públicos Delegados do Rio Grande do Sul
AGERGS, criada pela Lei Estadual n. 10.931, de 09-01-97, posteriormente alterada pela Lei n. 11.292, de 23- 12-98;

- Agência Reguladora de Serviços Públicos Delegados do Estado do Ceará – ARCE (Lei Estadual n.
12.786, de 30-12-97);

- Agência Estadual de Serviços Públicos do Estado do Espírito Santo – AGESP (Lei Estadual n.
5.721, de 19-08-98);

- Agência Estadual de Regulação dos Serviços Públicos Delegados do Estado de Mato Grosso –
AGER/MT
(Lei n. 7.101, de 14-01-99, alterada pela Lei Complementar n. 66, de 22-12-99);

- Agência Estadual de Regulação de Serviços Públicos de Minas Gerais – ARSEMG (Lei Estadual n.
12.999, de 31-07-98);

- Agência Reguladora de Serviços Públicos Concedidos do Estado do Rio de Janeiro – ASEP-RJ (Lei Estadual n. 2.686, de 13-02-97);

Preface

This twenty-second edition of the Canadian Electrical Code, Part I, was approved by the Committee on the Canadian Electrical Code, Part I, and by the Regulatory Authority Committee at their June 2011 meetings in Victoria, British Columbia. This twenty-second edition supersedes the previous editions, published in 2009, 2006, 2002, 1998, 1994, 1990, 1986, 1982, 1978, 1975, 1972, 1969, 1966, 1962, 1958, 1953, 1947, 1939, 1935, 1930, and 1927. 

A new Section 64 was added to cover requirements for renewable energy systems and major updates have been made to Section 50 "Solar photovoltaic systems". Several new conductor types and wiring methods have been recognized and there are significant changes in the Rules and Tables governing ampacity calculations. Grounding and bonding requirements have been revised and new requirements have been added for tamper resistant receptacles and receptacles exposed to the weather. In several sections, rules were added or revised to recognize electric vehicle charging infrastructure. Substantial changes have also been made to requirements for hazardous locations and electric heating.

General arrangement

The Code is divided into numbered Sections, each covering some main division of the work. Sections 0 to 16 and 26 are considered general sections, and the other sections supplement or amend the general sections. The Sections are divided into numbered Rules, with captions for easy reference, as follows:

- Numbering system – With the exception of Section 38, even numbers have been used throughout to identify Sections and Rules. Rule numbers consist of the Section number separated by a hyphen from the 3- or 4-digit figure. The intention in general is that odd numbers may be used for new Rules required by interim revisions. Due to the introduction of some new Rules and the deletion of some existing Rules during the revision of each edition, the Rule numbers for any particular requirement are not always the same in successive editions.

- Subdivision of Rules – Rules are subdivided in the manner illustrated by Rules 8-204 and 8-206, and the subdivisions are identified as follows:

- Reference to other Rules, etc. – Where reference is made to two or more Rules (e.g., Rules 10-200 to 10-206), the first and last Rules mentioned are included in the reference. Where reference is made to a Subrule or Item in the same Rule, only the Subrule number and/or Item letter and the word "Subrule" or "Item" need be mentioned. If the reference is to another Rule or Section, then the Rule number and the word "Rule" shall be stated (e.g., "Rule 10-200(3)" and not "Subrule (3) of Rule 10-200").

The principal changes that have been made between the 2009 edition of the Canadian Electrical Code, Part I, and this new edition published in 2012 are marked in the text of the Code by the symbol delta (Δ) in the margin. Where revisions to or deletions from the text have caused existing Rules to be renumbered, only the first renumbered Rule in the sequence is marked. Users of the Code are advised that the change markers in the text are not intended to be all-inclusive and are provided as a convenience only; such markers cannot constitute a comprehensive guide to the reorganization or revision of the Code. Care must therefore be taken not to rely on the change markers to determine the current requirements of the Code. As always, users of the Code must consider the entire Code and any local amendments.

Scope

This Code covers all electrical work and electrical equipment operating or intended to operate at all voltages in electrical installations for buildings, structures, and premises, including factory-built relocatable and non-relocatable structures, and self-propelled marine vessels stationary for periods exceeding five months and connected to a shore supply of electricity continuously or from time to time, with the following exceptions:

a. installations or equipment employed by an electric, communication, or community antenna distribution system utility in the exercise of its function as a utility, as recognized by the regulatory authority having jurisdiction, and located outdoors or in buildings or sections of buildings used for that purpose
b. equipment and facilities that are used in the operation of an electric railway and are supplied exclusively from circuits that supply the motive power
c. installations or equipment used for railway signalling and railway communication purposes, and located outdoors or in buildings or sections of buildings used exclusively for such installations
d. aircraft
e. electrical systems in ships that are regulated under Transport Canada.

This Handbook provides background information on the reasons behind the requirements in the Canadian Electrical Code, Part I, and gives an explanation of each Rule in plain, easy-to-understand language. The Handbook is intended to provide a clearer understanding of the safety requirements of the Code.

The content of this Handbook is not meant to form a code of mandatory requirements. The mandatory language ("shall") that is used in the CE Code, Part I, has not been used here. Care has been taken to ensure that the intent of the Code Rules is clear to the users of the Handbook. However, users of the Handbook must not under any circumstances rely on it to determine the current requirements of the Code. As always, reference must be made to the Code itself and any local amendments. CSA does not assume responsibility for any errors or omissions resulting from the information contained in this Handbook.

The Rules in the CE Code, Part I, are divided into two groups. Sections 0 to 16 and 26 are considered General Sections, and the other Sections supplement or amend those General Sections. Therefore a requirement in the supplementary Sections takes precedence over a general requirement. For example,
- Rule 12-1008 requires three threads to be engaged when making a threaded connection, whereas Rule 18-106 requires five threads to be engaged when making a threaded connection in a Class I, Zone 1 area.

- Section 4 permits the use of aluminum conductors, but Rule 32-100 does not allow aluminum conductors to be used in fire alarm systems.

Robert L. Maxwell, PhD, MLS, is associate librarian at the Harold B. Lee Library at Brigham Young University. He serves as leader of the special collections and humanities cataloging team and authorities librarian for genre/form teams. Author or co-author of numerous books on cataloging, his Maxwell's Guide to Authority Work won the 2003 Highsmith Award, the highest award in library literature. He represents the Association of College and Research Libraries (ACRL) to the Association for Library Collections & Technical Services (ALCTS) Committee on Cataloging: Description and Access. This is the ALA group responsible for developing official ALA positions on additions to and revisions of AACR2. What is it?

PD 5500:2009 provides the latest specification for unfired fusion welded pressure vessels. It outlines requirements for design, manufacture, inspection, testing and compliance. PD 5500 is designed to be used with unfired fusion welded pressure vessels manufactured from iron based and austenitic alloy steels, aluminium, copper and nickel. The specification also applies to a wide range of energy and industry processes. PD 5500:2009 provides guidance towards achieving the BS EN 13445 European standard for unfired pressure vessels.

How does it work?

The PD 5500:2009 specification refers to pressure vessels connected to piping by bolts, screws or welding, as well as supports, brackets and other direct attachments. It applies to vessels that are subject to electrical heating or heated process streams, but not vessels exposed to direct heat or flame. The specification can be used with equipment and systems designed or manufactured to BS 5500 or PD 5500. And the 2009 specification is also relevant to pressure vessels in use outside of the EU as well as those designed and manufactured under the Pressure Equipment Directive.

What’s new?

History

Handbooks published by ASM International have been key information resources for the materials engineering community ever since 1923, when the Handbook of the American Society for Steel Treating was published. Heating and Ventilating Contractors’ Association \ HVCA DW/143 (Revised) 2000 . Ductwork Leakage Testing A practical guide to Ductwork Leakage Testing. ISBN: 0-903783-30-4 - Based on the requirements of DW/144 specification for sheet metal ductwork.

Ductwork Specification DW/142, published by the HVCA in 1982, provided for the first time in a long series of such publications for leakage limits over the whole range of air pressures covered by the specification and (where required) a test procedure to establish conformity.
Although leakage testing of high-pressure ductwork is still mandatory in DW/144 (as was the case in previous ductwork specifications issued by HVCA) the leakage testing of ductwork designed to operate at low and medium pressures is required only where so specified in individual job specifications.

With the retention of three pressure classifications in DW/144 it is hoped that the designer, having control over performance standards, will find leakage testing an unnecessary contract expense with regard to low and medium pressure ductwork see note Financial Caution. 

Ductwork contractors faced with a job calling for leakage testing should take this requirement very seriously and satisfy themselves as the job progresses that the required leakage rate or rates are within the limits set by the designer or the client.The cost of making good an installation that has been found on completion to have failed in this respect can be very expensive.

DW/144 specifies leakage limits for the ductwork alone, because the ductwork contractor has no control over the leakage characteristics of the various components which go to make up the whole of the air distribution system. Where a job specification calls for a leakage limit for the whole system, it will be for the designer or client to ensure that the leakage rates of the components are also within the required limits.
