SAE International revises its standards classification system - December 2010 - Updates 2011 / 2012

In an effort to improve its standards classification system, and to reduce confusion for standards users, SAE International has restructured and simplified its system.
With the implementation of the new SAE International Standards Classification System, every SAE standard will be published with a classification label and a clear definition of the classification. The change entails the elimination and combination of certain classifications and the addition of others. The categories of "Non-Current," "Amendment" and "Re-Issued" have been eliminated, while a "Stabilized" category has been added.

With these changes, SAE takes a step to address the lack of consistency among the many Standards Developing Organizations (SDOs) with respect to the nomenclature used to designate classifications of standards. A recent survey of just eight SDOs identified over 20 different categories of standards. As a result of this vast array of categories, the actual definitions of the many classifications in use are often found to be unclear and confusing to standards users.

Following are the definitions of the new SAE standards categories:

- Issued - The first time a technical report is published.
- Revised - An active technical report has been updated and re-published.
- Reaffirmed - A technical report which has been reviewed by the technical committee and determined to be current with no need for immediate revision.
- Stabilized - A technical report that has been 'frozen' at the last active revision level.
- Cancelled - A technical report that is deemed to be 'not fit for use' due to technical reasons or when its technical requirements are totally superseded by another document.

Reasons that a document may be "Stabilized" include if it covers technology, products, or processes which are mature and not likely to change in the foreseeable future; if it covers technology, products, or processes for which a technical expertise no longer resides in the owning committee; or if the standard development committee cannot find users for it.

The following criteria will apply to a status of "Cancelled:"

-  Cancelled technical report will carry a clear rationale statement and, if at all possible, will direct users to alternative technical reports.
- A technical report shall not be cancelled based only on administrative reasons such as no identified use, existence of newer technology, or no committee expertise, etc.
- Determination that a document is not fit for use may be made when there is a clear safety issue with continued use, or when there has been a government requirement that can only be accommodated by elimination of the document.

Description
This Quality focused standard establishes in-process and final inspection requirements for fastener products as well as a receiving inspection plan for fastener purchasers. The standard identifies four categories, recognizing that fastener users have widely varying requirements. The 4 categories covered are:

Category 1 is a receiving inspection plan for purchasers.
Category 2 utilizes documented and verifiable in-process controls structured at the producer’s discretion.
Category 3 utilizes documented and verifiable in-process controls structured at the producer’s discretion.
Category 4 includes all of the requirements of Category 2 plus a 100% inspection for a specific feature or features.

In the preparation of this standard it was recognized that its function must enable it to be a part of the various regimens in use today that attain certain quality levels of products. This standard was written to encompass frameworks that enable the users of this standard to pinpoint which category they wish to use in meeting their own objectives.

About the Code

The International Boiler and Pressure Vessel Code establishes rules of safety governing the design, fabrication, and inspection of boilers and pressure vessels, and nuclear power plant components during construction.

The objective of the rules is to provide a margin for deterioration in service. Advancements in design and material and the evidence of experience are constantly being added.

Serving the Public for almost 100 Years

Originating in 1914, the ASME Boiler and Pressure Vessel Code is now adopted in part or in its entirety, by all 50 states and numerous municipalities and territories of the United States and all the provinces of Canada.

Current and "LIVE"

The Code is kept current by the Boiler and Pressure Committee, a volunteer group of more than 950 engineers. The Committee meets regularly to consider requests for interpretations, revision, and to develop new rules.

In the formulation of its rules and in the establishment of maximum design and operating pressures, the Committee considers technological advances including materials, construction, methods of fabrication, inspection, certification, and overpressure protection.

Automatic 3-Year Update Service Addenda

Any Addenda published will be sent automatically to purchasers of the applicable Sections up to the publication of the 2013 Code.

Any page affected by the Addenda is reprinted totally. Changes are incorporated into the appropriate page and additional pages are provided for overflow material. Each affected area is identified with a designator corresponding to the Addenda issue date. The designators remain on the pages in subsequent Addenda, enabling the user to identify those areas affected by more than one Addenda.

Each Addenda includes a Summary of Changes that lists the pages being replaced or added, the material affected by the Addenda, and the nature of the change.

Attention: All Sections, Addenda, Interpretations, and Supplements are issued in loose-leaf format.

Interpretations

ASME issues written replies to inquiries concerning interpretation of technical aspects of the Code. The Interpretations for each individual Section will be published separately and will be included with the update service to that Section; up to the publication of the 2013 Code. Interpretations of Section III, Divisions 1 and 2 will be included with the update service to Subsection NCA. Interpretations are not part of the Code or Addenda.

Code Case Supplements

With more than 170 member countries, the Commission is a worldwide forum on food safety, consumer protection and fair practices in the food trade.
